EEA Permanent Residence confirms a right of permanent residence in the UK for qualifying EEA nationals and their non-EEA family members.

The permanent residence document/card differs from EEA family permits and EEA Residence Cards which simply confirm that the holder can be present in the UK, but is still subject to immigration control and certain restrictions. Permanent residence, on the other hand, confirms that the holder is now free from immigration restrictions.

Document Certifying Permanent Residence - EEA/Swiss Nationals

If you are an EEA national and can demonstrate that you have been exercising your EAA Treaty rights in the UK through, employment, self-employment, jobseeking, studies or self-sufficiency for a continuous period of five years, you may confirm your permanent residence in the UK by applying for a Document Certifying Permanent Residence.

Applications for a Document Certifying Permanent Residence can be made using Form EEA3.

Permanent Residence Card - non-EEA/Swiss Nationals

If you are the non-EEA national family member of an EEA national (whom is able to demonstrate that they have been exercising their EEA Treaty rights in the UK through, employment, self-employment, jobseeking, studies or self-sufficiency for a continuous period of five years), and you can evidence that you have been resident in the UK with the EEA family member throughout this five years, you may confirm your permanent residence in the UK by applying for a Permanent Residence Card.

Applications for a Permanent Residence Card can be made using Form EEA4.
